The National Organization of Black Law Enforcement Executives (NOBLE) was founded in September 1976, an organization that recognizes that black law enforcement executives could have a significantly more effective impact upon the criminal justice system through a unified voice. HAPCOA has a similar mission and continues through, chiefs of police, sheriffs and police superintendents from around the country to meet the challenges of selection, promotion and retention of Hispanic American men and women in professional law enforcement and the criminal justice system. The courageous men and women of HAPCOA also work diligently to address the concerns of their respective communities and improve community relations through the implementation of innovative, state-of-the art training and educational programs. Our continued partnership with NOBLE helps both organizations to make significant contributions to law enforcement, serving as positive professional role models for aspiring young law enforcement officers.
