(Santo Domingo) The Hispanic American Police Command Officers Association (HAPCOA) and the Global Alliance of Hispanic Law Enforcement Professionals
(GAHLEP) were invited as special guests of Director General Ney Aldrin D/JS. Bautista Almonte, of the Dominican National Police, to attend their annual National Police Ceremony, held at Our Lady of Incarnation Cathedral (known as the first Cathedral in America) in Santo Domingo. The first stone of this historic site was place in 1521 and construction was completed in 1541, the same year it was consecrated during the papacy of the Pope Charles III and the Emperor Charles V was ruling Spain.
`Senior Police Command Officials attended the event from the Dominican National Police, command officers of its military forces, elected officials and members of the diplomatic community filled the cathedral.
Members of HAPCOA and GAHLEP were also invited to attend several meetings with senior command officers of the Dominican National Police, at the Palacio de Policia Nacional, to discuss future liaison projects, training and projected visits to the NYC area. HAPCOA and GAHLEP were also invited to visit the Academia de la Police and were greeted, provided with a guided tour and lunch with General Eduardo Sanchez, Academic Director. The GAHLEP President Johnny Nunez had previously signed an MOU with the Director of the Dominican National Police with resulted in this high level invitation.
Meetings also included a visit to the Cuerpo Especializado en Seguridad Aeroporturia y de la Aviacion Civil (CESAR). General Aracenis Castillo de la Cruz greeted HAPCOA and GAHLEP and provided them with a tour of its facilities.
Representing HAPCOA was Anthony Chapa, Executive Director. Representing GAHLEP was Lieutenant Coronal Ivan De La Cruz of the Dominican National Police (assigned to liaison duties within the NYPD Intelligence Bureau) and Alberto De La Rosa, Logistics Officer of GAHLEP for the Dominican Republic.
