HAPCOA Convenes with IACP and National Law Enforcement Organizations in outlining “Shared Principles of Agreement”

On March 4, 2026, Hispanic American Police Command Officers Association (HAPCOA) Board Members Darnelly De Jesus, Retired Assistant Director of the U.S. Secret Service, and Chief Michael Reese of the District of Columbia Housing Authority Police Department, joined the International Association of Chiefs of Police (IACP) and other national leaders representing federal, state, and local law enforcement; law enforcement labor organizations; prosecutors’ offices; and state and local governments for a facilitated, solutions-focused discussion on strengthening intergovernmental public safety cooperation.

The convening reflected a shared commitment to strengthening collaboration, promoting constructive dialogue, and reinforcing professional leadership across the public safety community. Participants identified common priorities and developed the following Shared Principles of Agreement:

  • Communication, Coordination, and Collaboration
  • Officer and Community Safety
  • Targeting Those Who Commit Violent and Serious Offenses
  • Toning Down the Rhetoric

On March 31, 2026, IACP released the attached report outlining these principles and the collective commitment of participating organizations to continued engagement and partnership.
