HAPCOA Member Recognized by Texas Commission on Law Enforcement

(Austin) Congratulations to Dallas Police Department Chief Eddie Garcia and Assistant Chief Reuben Ramirez who received the 2024 State of Texas Law Enforcement Achievement Award for Professional Achievement. They accepted the award in Austin, in recognition of their work in the creation of the Dallas Police Department Wellness Unit.

In support of the Wellness Unit, Chief Ramirez created the “Checkpoint Strategy” which he first presented publicly at the HAPCOA 50 th Anniversary National Law Enforcement Training Symposium held in San Antonio, TX in November 2023. Chief Ramirez’ “Checkpoint Strategy” is now being adopted within law enforcement agencies across the country.

Chief Ramirez serves on the HAPCOA National Executive Board as its 3 rd Vice President.
